This 3D work, made with Bryce 4, is an attempt to create the effect of large waves at sea. The buoy is a Tsunami Buoy which I modeled in Bryce a while back. To see a more detailed rendering of it and also an explanation of what a Tsunami Buoy is, see my work Tsunami Buoy elsewhere on this site.
